Title: Site Safety & Health Officer (SSHO)

Location: Fayetteville, NC

Contract Type: 1099 Status: Full-Time (8 hours/day)

Duration: 90 days

Start Date: Immediate

Location/Residency: Must reside in Fayetteville, NC or surrounding area

*Work will be performed during normal hours, after hours, and/or on weekends as required.

Project Overview

This federally funded project requires an experienced Site Safety & Health Officer (SSHO) to implement and administer the contractor's safety program and the government-accepted Accident Prevention Plan. The SSHO will be on site during construction activities, lead daily safety meetings, submit required reports, and participate in required Stakeholder meetings.

The SSHO will ensure adherence to VA requirements, 29 CFR 1926.16, and the US Army Corps of Engineers EM 385-1-1 safety standards. The ideal candidate anticipates hazards, assesses risks, and implements timely corrective actions to maintain a safe work environment for all personnel.

Key Responsibilities

  • Manage and administer the day-to-day safety and health program for a government medical health care center project.
  • Provide safety and health oversight to a diverse team of managers, leads, technicians, and administrative staff.
  • Develop and administer Activity Hazard Analyses (AHA) and deliver targeted safety training.
  • Ensure staff and subcontractors comply with safety plans, processes, and requirements.
  • Coordinate with customer Facility Management for formal/ad hoc reports, service scheduling, program status updates, and best-practice recommendations.
  • Ensure work complies with contract requirements, healthcare codes/regulations, budgets, and performance standards.
  • Resolve safety-related deficiencies and issues per reporting and corrective-action procedures.
  • Maintain OSHA-required program documentation and records for Joint Commission (TJC) requirements, training, certifications, licenses, and permits.
  • Conduct staff training, safety briefings, and inspections; provide subcontractor safety orientation; lead accident investigations and corrective actions.
  • Prepare safety plans and approved AHAs per USACE EM 385-1-1, including crane operations, excavations >5 feet, confined space entry, and electrical work (LOTO).

Qualifications

· Demonstrated seven (7) years of cumulative safety experience within the last ten (10) years in managing or implementing a SOH program in the construction industry with safety related experience.

OR have a safety and health degree from an accredited university or college and five (5) years of construction industry safety related experience.

OR hold as current, a Certified Safety Professional (CSP) or a Construction Health and Safety Technician (CHST) certification and (5) years of construction industry safety related experience.

· Demonstrated experience with NFPA, EPA, TJC, CMS, and OSHA standards.

· Experience writing reports (i.e., AHAs, ICRA, Fire Prevention Plan)

· Training/compliance with 385-1-1 Safety Manual.

· Proficiency with MS Teams, MS Word, and Adobe.

· Ability to read, write, speak, and understand English.
